Meaning
With an EMV card, both the card issuer and the chip on the card must approve or decline the transaction. The chip must approve the transaction first, then it sends the transaction to the issuer for approval. If the issuer approves the transaction they send it back to the chip for the final decision. This error message means that the transaction has been declined because the chip was unable to make the final decision.
Possible causes and solutions
The customer removed the card from the terminal before the chip received the response from the card issuer. Make sure that the customer keeps their card in the terminal for the duration of the transaction.
